Trail Feasibility study
The Council of the Borough of Delmont, Pennsylvania is accepting proposals for a one-time contract to perform certain professional services work for the Borough of Delmont for a Trail Feasibility Study. Information outlining requirements for proposal submission, evaluation criteria, and the proposed contract, are available in the Borough Office, or can be requested via email at delmontborough@comcast.net. Proposals must be received by Borough Secretary Dawn Earhart at delmontborough@comcast.net no later than June 9, 2025.

LEGAL NOTICE
The Municipality of Murrysville Zoning Hearing Board has scheduled a public meeting and hearing on Thursday, June 5, 2025, at 7:00 p.m. at the Murrysville Municipal Officers, 4100 Sardis Road. The Board will hear an appeal to a Zoning Violation Notice for an accessory building located at 4874 Cole Road, Murrysville, PA.

EXPORT 2025 CDBG OVERLAY PROJECT
SEALED BIDS are invited until TUESDAY, JUNE 3, 2025 at 10:00 A.M. Bids will be publicly opened Tuesday, June 3, 2025 at 7:00 PM at the Export Council Meeting (5821 Washington Ave, Export 15632) for the 2025 EXPORT CDBG OVERLAY PROJECT. Items are as follows:

Copies of the Contract Documents and Specifications will be on file and open to public review, examination or procurement, beginning MAY 19, 2025 at the Murrysville Municipal Building, 4100 Sardis Road, Murrysville PA, 15668.
Proposals are to be sealed, accompanied by a 25% Bid Surety and delivered to the Murrysville Municipal Building, 4100 Sardis Road, Murrysville PA, 15668, and marked “EXPORT 2025 CDBG OVERLAY PROJECT”. Any proposal received after the above date and time will not be accepted. Additionally, no bid will be returned once submitted. After review and comparison of all submitted bids and after JUNE 3, 2025, the required bid surety of the three (3) lowest responsible Bidders shall be retained and all others will be returned. When the Contract has been awarded and executed and all requisite surety bonds provided, the bid surety of the two (2) remaining unsuccessful Bidders will be returned to them.
Notice is given to prospective Bidders that contract award review will include total cost, unit cost and alternate cost which will most benefit the Borough of Export. The Borough reserves the right, which is understood and agreed to by all Bidders, to accept or reject any or all bids submitted thereunder or any part hereof or item therein, and to readvertise for bid, if the Council of Export so deems it necessary. The Borough also reserves the right to waive any defects, errors, or omission, irregularities or informalities in the bids received.
E-VERIFY PROGRAM: Contractors and subcontractor associated with this project must comply with the E-Verify Program. It is the contractor’s responsibility to ensure compliance with the act.
FEDERAL SPECIAL CONDITIONS
This project is funded in whole or part with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents. Labor Compliance is mandatory.
Notice is also hereby given that this project is regulated under Executive Order 11246 – Equal Employment Opportunity and related contract specifications apply. Or any updates that the current administration puts into place through the timeframe of the project.
Contractors should give the best effort to solicit proposals from Minority, Women and Section 3 Business Enterprises for potential subcontractors.
Notice is hereby given that all bidders must comply with Westmoreland County’s Section 3 Plan included in the bid documents when related. Section 3 is a provision of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) that is regulated by the provisions of 24 CFR 75. ADVERTISEMENT FOR BIDS
Sealed proposals will be received by Trafford Borough at 414 Brinton Avenue, Trafford, PA 15085, for the following project:
POLICE BUILDING INTERNAL EXPANSION PROJECT
Proposals will be received until 9:30 AM, June 25, 2025, at the Trafford Borough Municipal Building. Bids will be publicly opened and read immediately thereafter.
Plans, Specifications, Contract Documents, Instructions to Bidders, and Proposal Forms must be obtained at Penn E&R, Inc., 100 Ryan Court, Suite 20, Pittsburgh, PA 15205, 412-722-1222; or by emailing ayon@penn-er.com. A non-refundable deposit of $50.00 for each hard copy set of the specifications and plans is required.
Proposals must be written or typed on the forms furnished by Penn E&R, Inc. and must be accompanied by a certified check or bid bond in the amount of 10% of the bid, made payable to Trafford Borough. Bid proposals shall be placed in an envelope and individually sealed and clearly marked as “POLICE BUILDING INTERNAL EXPANSION PROJECT”.
Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Pennsylvania Act 127 of 2012; and the Department of Labor Equal Opportunity Clause (41 CFR 60- 1.4).
The Borough reserves the right to waive any informalities or to reject any or all proposals, for any reason whatsoever.

Salem Planning to meet
The Salem Township Planning Commission will hold a workshop on Tuesday May 27, 2025 at 9:00am. The purpose of the meeting is to discuss review procedures for new SALDO applications. No public comment will be taken. Any person having an interest in this matter should make plans to attend the meeting which will be held at 244 Congruity Rd. Greensburg, PA 15601.

Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Municipality. The bid must be accompanied by a certified check or bid bond in the amount of 10 % of the bid, made payable to the municipality to guarantee the bidder’s entrance into contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances. A performance bond or certified check in the amount of 100% of the contract shall be furnished by the successful bidder within 20 days after the contract is awarded. The Municipality reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
